if you have Aeron Damphair (VM) in play along with other characters. A Valar happens, if you save a character his ability can't be used yet right?

That is correct because he is still in play when you are saving characters. He doesn't become an agenda until everything leaves play after all passives and responses have been resolved.

Ok that's what I had in mind with the difference though that I thought you would attach him as agenda during step 4 of initiating passive abilities since I saw it like a passive ability replacing the moribund state of being killed.

It does replace the Moribund:dead pile with Moribund:agenda. So you had everything right except becoming an agenda will still require becoming moribund.
