A much better idea than my original Naglowska concept:

 

Maria de Naglowska. Satanic Seeress. (Silver Twilight, loyal, unique) cost 3, skill 4 character (A) (A), High Priest

Willpower.

Action: During any player's draw phase, you may pay 1 to attach a Prophecy event to Maria de Naglowska. Its Response is then available to be triggered in the same way that it would be on top of your deck, being discarded thereafter. Maria de Naglowska may have only one Prophecy attached to her at any time.

Sophia Walder. Great-grandmother of the Antichrist. (Silver Twilight, unique, Transient resource) cost 3, skill 1 character (T), Conspirator.

Villainous.

Action: Discard a face-up Prophecy event card from any player's deck to put Sophia Walder into play exhausted and committed to a story.

Response: After you succeed at a story where Sophia Walder is committed, ready her to search your deck for a conspiracy card and put it into play.

 

This character is based on the Palladian hoax of Leo Taxil (pen-name of Gabriel Jogand) in the late 19th century, which posited a global network of Satanically-inspired lodges. The fictional Sophia Walder (along with actual Freemason Albert Pike) served as a central villain of this overwrought conspiracy story. Walder was young and beautiful in Taxil's literature, but I imagine her as mature or even centenarian in the CoC 1920s.

I liked the idea of one of her abilities being to short-circuit someone else's Prophecy. As I originally thought her up, though, the into-play cost was to discard a face-up Prophecy from your own deck. And I think that's more likely how it would happen in any case. If you were going to bother to pack her, you'd want the nice into-play with a surprising Terror icon for Silver Twilight ("boo!"), and you couldn't depend on your opponent to play the Prophecy for you. Still, if she needs nerfing, going back to that original limit (Prophecy from your deck only) is the obvious choice.

Completely revised! Much cleaner mechanisms.

 

Dread Ephemeris. Book of Fearsome Fates. (Silver Twilight, unique, loyal) cost 3 support, Tome.

Action: Choose an opponent. Exhaust Dread Ephemeris to add a success token to each Fated card that opponent has in play.

Response: After you win an (A) struggle, search the top 5 cards of your deck for a Fated card, reveal it, and put it into play in your hand. Put the remaining cards on the bottom of your deck in any order. Limit once per turn.

Attach to a character. Attached character gains Toughness +1.

Action: Pay X to bring a Servitor into play under your control from any discard pile. X is the printed cost of the Servitor.

(Very loosely inspired by Alan Moore's current comic book series Providence.)

 

Vault of the Adepts. (Silver Twilight, unique, Silver Twilight steadfast x4) cost 4 support, Location.

Dormant.

Your Lodge characters all gain +1 skill and Willpower.

Action: Ready a Lodge character. Limit one per phase.

Fervent Disciple. (Silver Twilight, loyal) cost 2, skill 3 character ©(I), Lodge. 

Disrupt: After Fervent Disciple is made insane as the result of a Terror struggle, choose another character committed to the story being resolved and uncommit that character.

Action: After Fervent Disciple is restored, ready Fervent Disciple to choose another character and give that character Willpower for the remainder of the turn.

Action: Pay 3 to search your deck for a Tome card and place it in your hand.

Disrupt: When a Tome under your control would leave play, exhaust Order Archives to shuffle it into your deck.

Action: Pay X and discard one Silver Twilight card from your hand to choose a non-Ancient-One character of skill less than X. The controller of that character gains control of Asenath Waite, and you gain control of that character. That character also gains the following ability:

"Action: Exhaust this character and pay 1 to wound Asenath Waite."

 

Edward Derby. (Miskatonic, unique) cost 1, skill 2 character (I).

Any triggered effect that targets Edward Derby has an additional cost of Pay 1.

Reduce the cost to play Egregore of the Silver Twilight by one for each Lodge character you control.

Egregore of the Silver Twilight gains © for each Lodge character you control.

Disrupt: After Egregore of the Silver Twilight is played, ready all Lodge characters.

Forced Response: If you control no Lodge characters, sacrifice Egregore of the Silver Twilight. 

 

Baleful Comet. (Silver Twilight) cost 3 support, Celestial Aspect, Condition.

Fated 3.

Action: Search your deck for a card with the Dormant keyword, remove it, shuffle your deck, and place the selected card face-up on top of your deck. Then place a success token on Baleful Comet.

Action: Choose an exhausted character you control committed to a story, and an exhausted character you control not committed to a story. Trade those characters' places.

Well, this is a brainstorm thread. At some point, I hope it can achieve a critical mass that would make it acceptable for editors to just take the best of it, tweak those, and consolidate them into a fanspansion. And maybe that point is soon. But I'm still focused on coming up with ideas.

The Shade of Al-Hazred. Which can eternal lie. (Neutral, unique) cost 4, skill 1 character (T)(T)(A). Undead.

Invulnerability.

Response: After the Shade of Al-Hazred enters play, take control of The Necronomicon (limit 1 card).

Action: Pay 2 to choose an opponent who controls The Necronomicon. Drive insane a non-Ancient One character controlled by that player, ignoring Willpower and (T).

Action: Play The Necronomicon from any discard pile as though it were in your hand.

Action: After you succeed at a story where the Shade of Al-Hazred is committed, search your deck for a copy of The Necronomicon, set it aside, shuffle your deck, and then place The Necronomicon face-down on top of your deck.

 

Major Necromantic Operation. (Silver Twilight, steadfast Shub-Niggurath) cost 2 support. Ritual.

Loyal.

All Undead characters gain Resilient and (T).

Action: Discard a card from your hand to place a token on Major Necromantic Operation.

Action: When Major Necromantic Operation has five tokens on it, exhaust and discard it to choose a non-Ancient One character from your discard pile and put it into play.

Action: Exhaust The Noctuary of Time and pay 1 to choose a character you control and return it to your hand. Then, each opponent must discard X cards from the top of his deck, where X is the cost of the chosen character.
