You can trigger Cersei's reaction once for each opponent (you don't support) who discards at least 1 card, so 3 times in your example (she gets the powers one at a time).

Cersei Lannister from Lions of Casterly Rock is pretty powerful in joust games... but she seems even more impressive during a melee game; especially if a Master of Whispers title is active.

 

Master of Whispers:

 

 

You may resolve your  claim against any number of opponents of your choice.

 

Cersei Lannister (LOCR):

 

Reaction: After 1 or more cards are discarded from an opponent's hand, if you do not support that player, Cersei Lannister gains 1 power. (Limit 3 times per round.)

 

What happens if the Master of Whispers decides to resolve his claim against 3 opponents (none of them being supported by Cersei's owner) ?

 

Does Cersei get 3 powers (because a card has been discared in three different opponent's hand) ?

or

Does Cersei get 1 power (because only one reaction window has opened) ?

Note that at that point, you've maxed out her triggers (3), and you'll get none more from Dominance/Heads on Spikes/Wardens of the West/Without His Beard. 

 

It's actually not the Title that makes Cersei so good in melee, it's that other players initiating intrigue challenges will trigger her as well. It's relatively easy to get 3 full triggers out of her.

 

Of course, that's why she's on the melee restricted list... so if you're taking her, you're not taking another powerful card in your deck.
