Honest Challenger

The Honest Challenger has the ability:

Action: During a conflict, initiate a duel - resolve the duel. The controller of the duel's winner moves a character from his or her home area to the conflict.


Question: if the opponent wins the duel, is the move in optional?  For example, if I am defending against the Honest Challenger and win the duel, do I have the option to not move in another character into the conflict?  Or is the move in mandatory?

The move-in is mandatory, because the card says "moves" rather than "may move".
