Looks like this agenda would go well with Robert Baratheon (KotStorm) so you can get an additional power challenge in. I don't think I need to go into detail how crazy Bara power challenges can get.

i dont really think this charagenda is good enough to replace better agendas. it seems like at best it will give you somewhere around 3-5 (though most likely 3 by the time its killed) extra power per game, but is somewhat slow for baratheon rush decks beacuse it needs to be killed first. of course there are most likely some combos out there with this. maybe it would have been better i think if the extra power was claimed on the house instead?

Would this give your character with renown the additional 1 power on the first powers challenge of the round? Or do you have to completely win the first powers challenge before you can do the response?

Well the agenda ability is a response, and the ability that it gives the character "When this character claims power for renown it claims an additional power." is a passive. Passives happen before responses, so by the time you have triggered the response it is too late for the passive to go off. Long story short, you don't get the extra power for the first challenge.

There is no response window for Player Actions (except for save/cancel responses) between the determination of the winner and the awarding of Renown, so you would have to make subsequent challenges to use Shireen's bonus.

I think this card is pretty amazing! 3 of her isn't a waste as she's good claim soak. (I'll probably stick with 2 though.) And she acts as a deterrent from you're opponent Mil challenging you at all!
Add in extra crown challenges (or just more challenges in the same phase) and you can swing insane amounts of power.
Buffs
Ser Eldon Estermont (MotM), Ser Jon Fossoway (MotA) or even Devious Intentions (BoRF).
Not too useful for Noble rush of course, but not a bad card at all.
