House Stark only. Deadly.
If The Kindly Man would be killed, instead attach him to your House card as your only agenda with the text:
"Response: After you win an [Intrigue] or [Power] challenge, choose a non-unique character in any dead or discard pile and put it into play under your control. At the end of the phase, discard that character if it is still in play. (Limit once per phase.)"

I kind of dont get this design decision. I mean, i get the theme/connection to the book, but does stark really benefit from another 2 cost 1 str character? Even with the (interesting but not sure it's better the seige) Agenda effect, it gets extra credit-in uselessness because of the Ally trait too... like cat of canals, it just doesnt seem worth the card slot.

Also, and excuse my annoyance, but how the %&*# is this card house stark alignment and Lyanna Stark is not? (Aside from deciding not to include neutral cards in this chapter pack)

I agree that this card is not as good as either of the other two Agenda Characters we have seen yet. Having said that this is a low cost deadly holy character. You can take advantage of those two with plots like
Many Powers Long Asleep (RoR) and
The Power of Faith (KotStorm).
I think this card is a lot better than people are giving it credit for. Just think of this card and House Umber Berserkers (BoRF). You lay out Kindly Man and then follow it immediately with the Berserkers. You kill Kindly Man and they have to kill a character. Then for your next mil claim just kill your Berserkers. Now you can keep putting the Berserkers into play every turn with the agenda and just killing the berserkers every time. He'll aways be in your dead pile and you get free mil claim EVERY turn! That's just one combo. I'll let you guys think about others before touching on them.

I'm always a big fan of cards that let you take control of dead characters. This makes me want to play Stark a little bit more.

i think the text is better than people give it credit for but i really hate idea of the kindly man having a house affiliation

I'm still waiting for Staton to spill some more ideas on how to use thim effectively, although the Umber murder trick is pretty awesome in itself.
For all these agenda characters, since they are attached to your house card instead of going to the dead pile, can you play another copy of them after they become your agenda?

I believe the answer is yes because A) they didn't die and B ) as an agenda they are no longer in play.
If you use TKM to pick a character with stalwart or use Banner for the North (CtB) as an attachment, does the char go to the top of the deck instead of the discard pile?

Are passives allowed at the "end of phase"?
Does Stalwart necessarily need to activate during the Passives phase?

Here's how I read it: Character at end of phase goes Moribund: Dead Pile or Moribund: Discard Pile, as appropriate. Stalwart doesn't seem to be an activated effect, just a logic check. IF Moribund destination = Discard or Dead Pile, THEN destination = top of deck.

Contrast FAQ 4.14 Keywords: "Keyword effects with a point of initiation (such as ambush) cannot be canceled. Characters can be saved from the effects of a keyword like deadly."

The implication is that some keywords to not have a point of initiation, therefore do not necessarily trigger during the Passives or Response window. Stalwart is worded as a simple "instead" effect, so that's why I think when TKM discards a character, the "When a card with the “Stalwart” keyword is killed or discarded from play" text takes precedence.

That's true. Pretty creative way of getting a character back into your draw deck.
Oh, and for the record, passives are allowed in the end of the phase. It's just Response:s (and the step they are triggered in) that don't work there. For example, Kings of Winter (TWoW)'s effect is a passive that triggers in the end-end-of-phase framework.

Oh, and I think Grimwalker's idea works. As far as I can tell Stalwart is a constant replacement effect, which changes the moribund state to moribund:deck. (From the definition in CS rules, note the magic word instead in there.)
So like The Viper's Bannermen (PotS) will not be triggerd Parting Blow (PotS) can not be played "at the end of the phase"?

What happens when I am already one, or more, agendas and the kindly man dies?
Only one Kindly Man can become an agenda. Another Kindly Man is treated as a character --> you can play another copy of them after one become your agenda.

If you are already running an agenda, regardless of it is the Kindly Man or any other standard agenda(s), and you have a Kindly Man in play that dies, he goes to the dead pile just like every other dead character would.
