Not saying it's actually good, but it's not a Forced Interrupt so you can still discard it. You can also discard it at the end of the turn normally and then Rebuild it onto an attacked province when you need to.

So, yes, you don't have to use the Interrupt.  But evaluating the Interrupt, it seems always bad to activate it.  So then just on the merits of the card, gaining +3 strength to a random province for as long as you don't care about drawing characters there...  still seems terrible.  

 

Rebuild might make it worth it, but I doubt it.  I will probably try this in a deck sometime, provided the deck also has Rebuild and probably Seppun Ishikawa (to care about the Imperial keyword), but my suspicion is that it's really, really bad.  Almost as bad as the Crane and Lion district provinces.  Maybe something coming up that will make them semi-relevant?  Maybe???

True - the more provinces you have broken, the less value there is to a card like this in the deck.

 

Would have been much better if there was a direct objective benefit on breaking, like drawing a card, for example. That would have balanced well with existing holdings, as it is, this is binder fodder.
