Good stats, strong ability, great ally. Just make sure to use his ability after all Encounter cards have been revealed.

If I have any Leadership in my deck, I like to include at least one copy of him, if not two. He's difficult to get out early game, but fairly solid mid-game; it's in late-game, however, where he absolutely shines, as his ability, combined with a solid board of characters, can help blast through questing.
so strong that it is even better than certain heroes

I find that he is clutch in The Redhorn Gate. Those Snowstorms can be killer, and his ability is perfect in helping avoid the freezing cold of Caradhras.

Does he contribute his willpower to the quest as well or just buff all other questing characters +1 ? I have never added his will power once I use his action, just the buff.

With Faramir's ability alone, just the buff.

It's the same as with any ability which requires kneel: a knelt character cannot commit to the quest, defend or attack. So you could trigger his ability, then ready him (e.g. via Ever Vigiliant; Narya, etc.) and then commit him to the quest at 3 willpower.
