Yes.
When it says "If you control a unique Noldor character", it means that the character is in your deck or in your hand, if it's a Noldor ally?
You can only play this card if there is a Noldor character in play and under your control. "Control" always refers to cards that are in play, never in your deck or hand.
Since it doesn't specificy between "ally" or "hero" like some cards do, this works for any unique Noldor character (ally or hero) that you might control. But they do have to be in play.

Yep Arwen is a solid way to use this card if you may not be using Glorfindel or Galadriel.
When I am playing secrecy, I am sad that the willpower boost last only until the end of the phase. So you use it to lower your threat below 20 for Resourceful and then the willpower bonus is a waste. But this is only a nitpick on otherwise great card!
Same here when playing with Herugrim - can get questing or damage, but not both.
A must-have for Noldor-themed decks.
