I would have prefered an illustration more on his heroic/warrior side. Anyway, his ability, focused on a Rohan deck, looks very strong at a first glance.
Just made a Rohan/Gondor support deck with this hero. It has cards that make him a great ranged attack as well as a good defender to support our player that focuses on combat.
Here is the deck if you are interested in seeing it. Haven't been able to play with it yet.

We 're about to delve into the saga and one of our decks sports this one, Eowyn and Merry (excellent thematically and his low threat mitigates Theoden's high one). Strange that the Spirit hero raises threat and the Tactics one lowers it, but as long as the job is done, no worries.
Yeah, but that all works into the theme--Sneaky Hobbitses and Inspiring King.
