Scum is fat with tactics already. They just need ways to tick the dial.

More generally speaking, I think Scum is starting to get some interesting tricks that are, well, more 'scummy,' if you'll pardon my language. It's a good thing. Having them revolve around capturing (the Slaver, Zuckuss's ability, etc.) is thematic and doesn't step on the toes of other affiliations' types of tricks (Smugglers and Spies' messing with the combat step, for example).
At the same time, I think Scum needs to have more punch, as in objective damage. Taking deadly and ruthless mercenaries and just making them reactionary and defensive doesn't make a lot of sense. We already have the Krayt Dragon set, and it's good to see the new Boba Fett, but Scum needs to find a middle ground between Navy's aggressiveness and Sith's control. I think it's been getting there and will get a big boost with IG88. Combining big hitters like him and Slave I with more defensive guys like Jabba sounds pretty cool.

Scum is getting a board wipe with thekka and I would argue that they don't necessarily need 4 pip units. Off the top of my head, S&S only have 3 and lower, same with rebels and navy as well. Only sith and Jedi come with 4+ pips, although it's certainly possible that prince xizor will have 4 but even he will likely have 3.
Aurra sing could be your force hunting bounty hunter. She was alive in the correct eras and she was trained by a Jedi and then hunted and killed Jedi.
