Is the already piloted unit still an eligible unit? It seems kind of gamey but I haven't looked at it to see how the term eligible is defined. The pilot must enhance a vehicle so does being a vehicle make the unit eligible, or since each vehicle can only have one pilot does being a unpiloted vehicle make the unit eligible?

Well, you can certainly play a pilot onto a vehicle which already has a pilot enhancement and there's nothing that stops you from moving a 2nd pilot onto a piloted vehicle, it's just that once you do you have to immediately discard one.
