Do the Neutral races have an advantage?

So the sale FFG had on this game got me into it. I picked up Hidden Kingdoms deluxe and am working on a Skaven deck and noticed they don't have loyalty icons as part of thier costs like the other races do. Does this give them an advantage as far as getting them in play eaiser?

Some people find the neutral cards expensive to play for what they do, so the lack of loyalty is sort of wrapped up in their cost to play. Kind of. But sure, that's an advantage for the little guys.

I asked a similar question some time ago on ffg boards and most people think the increased card cist balances it all out nicely.

So from what ive been told its no worries

My dad and I finally finished all of our W:I decks, and the result was the Neutral factions crushed the non-Neutral factions.  We've only played each Neutral faction once, so maybe it will even out.  From what I've seen so far though, the Neutral factions appear to be over the top, what with their lack of loyalty icons (especially on the legends) and their capital abilities.  Hidden Kingdoms appears to have broken the game.
