I have only recently gotten into GoT LCG and I want to build a Small Council deck, mainly based around either Lannister of Baratheon. I really want to use Joffrey Baratheon (PotS) as one of the main cards of this deck. Could anybody give me some tips on what cards to use for such a deck, please?

It depends...

 

It depends on what kind of group you are going to play with. Hardcore LCG tournament decks, or "Casual" LCG (and that depends on what Casual means to them), or Casual mixed LCG/CCG, etc.

 

It also depends on your access to cards. And on whether you want this for 2-player or multi-player.

Small Council Chamber has neat synergy with Small Council events, but does it work for what you need?:

I have been working on a "new format" of my own. A format that is T-B-C: Thematic (cards in deck fit the book/show in theme), Balanced (decks matchup evenly vs. each other on a power level), Casual (excludes or limits mechanics/cards casual play tends to dislike, decks are basically Mid-Range Control with similar numbers of key/core Control mechanics). And I have gotten pretty good at making decks for my format, but such decks would be underpowered, or disliked, or not appropriate for other formats.
