No, it doesn't work, because it's not possible to draw zero cards. You haven't met the condition of drawing cards.

 

Heat of Battle, to take a random example, does not have the effect of allowing the person who played it to draw zero cards. Its effect is to deal one damage to a target participating enemy unit. No more and no less.

Brainiac: 

Action: Until the end of the phase, increase or decrease a number on target non-objective card in play by 1 (limit once per turn)

 

Clearing house:

Reaction: After an opponent resolves a card effect that draws 1 or more cards, remove a focus token from this enhancement

 

So I use brainiacs ability to change the "draws number to 0 or more" meaning that any opponents card effect, whether it be a fate card, event, triggered ability, would remove a token from the clearing house.  Is this correct?
