Does Wraiths in their Midst modifier apply to itself?

As in the title would the Wraiths plot card reduce itself from 4 to 2? Seems silly to give it a value of 4 instead of 2 if it does, as 2 is the minimum Wraiths reduces to. Unless it is boosted to 4 in case other reserve modifiers are used first ie it gets reduced to say 3 then goes down to two, instead of going to 2 then having further reduction to 1 or 0.

The text on Wraiths in Their Midst (a Second Edition card) is:

"Reduce the reserve value on each opponent’s revealed plot card by 2 (to a minimum of 2)."

 

So, unless there is something that makes you your own opponent, it's text is not going to apply to itself.

 

Note that the printed reserve on Wraiths is 5, not 4.

Note also that since all active modifiers are combined and applied together - no matter what order they are used in - you cannot reduced an opponent's reserve value below 2 while Wraiths is out, no matter how many other reserve modifiers might be active. You cannot get around the minimum by changing the order in which modifiers are played.
