What do you have? What do you want to play?
There's plenty of decks that don't require Legendary cards. There's tons of variations of 'give people guns, shoot things' decks, though they do mostly need a similar pool of rares (namely, guns and lots of them).
Red doesn't really get much from Legendaries unless you really, really want to run Poe. Phasma is playable, but not really neccasary.
Yellow has good Legendaries, though they also require fairly specific deck types (e.g. if you don't want to run Jabba Mill or Crime Lord, you don't need either of those cards). Thermal Detonator is about the only 'splash' Yellow Legendary.
Blue's the colour that needs the most Legendaries for sure. That doesn't mean you need them to play Blue - Rey is amazing for Heroes and can do a lot of work. But overall Blue's the colour where you'll probably most feel the lack of legendary cards.

What me and my friends do is we use the one copy of the character we have, then just use a six sided die of the same colour as the character die. Bear in mind that across us we have three and a half booster boxes, and the only unique characters we have 2 or more of are Padme and Leia, at two copies apiece.
No good for tournaments of course, but fine for casual play, and I've given up on the idea of being tourney competitive because there's no more Awakenings cards till after the tourney begin and the next expansion is out. Besides, characters aside, between us we have all the cards we need for deckbuilding anyway.
What I'd like to see FFG do is a box of characters, priced at a premium, but giving the opportunity to just buy 1x of each character. I'd buy such a box twice, even at a mark-up, as this would give me all I need to play the game properly, and would force speculators and dedicated resellers out of the market.
Please don't buy a $50 Vader. The people selling those are generally speaking the ones who bought cards with no intention of playing them, and are part of the problem, not the solution. If you know of a regular player through the community who is selling a collection or cards, then trade away, but be aware that a lot of singles sellers are basically parasites ruining the accessibility of the game for people who actually want to play the game.

Sorry Nigel, but that's not entirely true. While I agree that there are elements of parasitism in the secondary market, in order for the secondary market to function (and consequently a CCG distribution model to actually work) there are going to be cards with large mark-ups. Yes, it feels like crap to see something you want reach such a high price, but the alternative would be no secondary market availability whatsoever. As bad a $50 Vader may be, an unavailable Vader is much worse.

Non elite Vader isn't unplayable. He goes in a few decks

I was lucky to pull one Vader, but not 2. I can't play the standard Vader/Raider, but his die is really good. I'm hoping the next set brings a good 2-die character that fits alongside 1-die Vader.

Elite kylo and vader plays extremely well, regular light sabers are almost as good as kylo saber, you could probably make a really fun blue grey deck from that without too many legends. the kylo starter is a decent start.
