Way of the Lion + Bayushi Yunako

If Akodo Toturi (mil/pow 6/3) is affected by Way of the Lion and Bayushi Yunako, what are his stats? Does the order of application of the two effects matter?

How does Way of the Lion function? It says "double the base skill", yet the RRG definition of a base value is "a quantity before other modifiers are applied". So by definition a base value cannot be modified.

 

The order in which the effects resolve would matter.
 
When one of these abilities resolves, you get a new base, a new starting point, for the character, before all other modifiers are applied.
 
When the other resolves, you then get a new new base, and re-apply all other modifiers.
 
Essentially, each time the base skill is changed, it is done independent of any other modifiers that might be active, and the change establishes a new base skill from which to begin the process of modification moving forward.

Regarding Way of the Lion, what is the end result of playing 2 copies on the same character in the same conflict? If the character's base skill is 3, the first WotL doubles it (taking it to 6), does a second copy double it again to 12?

 
Correct, the first one establishes a new base of 6, the second one then uses that base to establish a base of 12.
