I am so confused on the mythos phase when it comes to the players cards.

1: If I draw a enemy card, can I use a "action" in any of the cards I control? and if I have cards in my hand that I have not paid for yet and not in my control, can I pay the cost of the card to add to my control and use it against the enemy?

2: the same question above but as a "treachery" card.

Nope. Usually investigators can spend actions only during their turn in der Investigator Phase.

To play cards outside of your turn, they usually must have the "fast" keyword. You can also use free and reaction triggers of cards in play, if applicable.

There are cards like "Quick Thinking" that can can give you an action out of turn, but not between drawing a card and resolving it.

Also, all cards in your deck, hand and discard pile are under your control. They are just not in play therefore usually don't interact with or are affected by cards in play (unless stated otherwise).

In other words: During the Mythos Phase it's the Mythos' turn and you have to weather whatever hits you with your assets in play and fast cards.
