Quick Stike only breaks the rules on 'when' you can attack, not on 'who' you can attack. So, since you cannot regularly attack into the staging area, no, quick strike does not let you hit Bill. Unless youare using the Rohan guy that can attack alone into the staging area.
You can use Hands Upon the Bow, however, to attack Bill with a ranged character while he is in the staging area
