Received confirmation that *all* plots in used pile are faceup and thus open information:
 

Yes. As with the discard and dead piles, the plots in your used pile are faceup and are open information.

Hi all,

 

Following the last previews, there is a question that makes debate in our country about the used pile. Can players looked at plots in their used pile or their opponent's used pile?

 

The discussion started when the new Martell event was revealed (see bellow).

Does your opponent known the plot moved by the effects of Change your plans from the plot deck to the used pile?

 

Players always look at in their used pile or the opponent used pile but we found nothing in the rules reference that permit players to do so. The rules said the dead pile and discard piles are open information but nothing about the used pile.

Each player's dead pile is open information, and may be looked at by any player at any time.

FYI :

Open Information
Open information is any information about the game, game state, or cards that is available to all players. This includes faceup cards in a player’s discard, dead, and used piles, the number of cards in a player’s deck or hand, any cards that have been removed from the game, the amount of gold and power a player has, and any other information continuously available to all players.

The keyword in the Open Information FAQ seems to be "faceup cards." For this new Martell card, would the plot moved to the used pile be turned faceup? Normally cards in the used pile are faceup because the process of revealing the plot turns it faceup, then revealing the next plot puts it into the used pile. But this "moves" the card, not reveals.

 

If the plot moved is supposed to be faceup, the opponent would be able to see it as normal. If it is moved facedown, then it isn't a "faceup card in [the player's] used pile", so open information wouldn't apply to it.

 

There are explicit rules in the RRG about cards in the discard and dead piles (discarded/killed cards are placed faceup), but I'm not seeing rules about the used pile. Just the general plot reveal cycle that puts the plot into the used pile after it's already faceup. It seems ambiguous to me.

 

Maybe I'm missing something?

The plot's owner would know which plot was moved in any case: players are allowed to look at their unused plots (so a look before and after would work).

Yes, but their opponent wouldn't. This may not seem like a big deal, but consider a player playing Rains of Castamere: they could put a Scheme plot under their used pile facedown, then cycle their plot deck on turn 6 by claiming it was their last non-Scheme plot. And their opponent would have no way of checking if they were telling the truth or not. (This is solved by saying all plots in the Used pile are inherently faceup / open information, which certainly seems to be the intent, but as ystros says it's not entirely clear.)
