Action: Focus this unit to search the top X cards of your deck for 1 card, add it to your hand, and return the other cards to the top of your deck in any order. X is the number of Hoth objectives you control. 

 

(1.4) Result of Search When resolving an effect that searches or looks at a deck or part of a deck, a player is not required to find the object of the search.

 

Can I choose not to find 1 card?

Yes, this is somewhat silly. But probably wasn't worth the wording gymnastics to avoid it.
