The owner of Deathstorm Drop Pod chooses the target when he/she triggers the reaction. The word 'target' is merely absent here to ensure the effect cannot be prevented by cards such as Backlash, Jain Zar, or an enemy Land Raider and so on.
The owner of the card always chooses unless the card specifically says either "your opponent must..." e.g. Power from Pain or "have your opponent deal..." like on Nurgling Bomb, Blitza-Bommer, or Cacophonic Choir.
