One of the things I did a lot in the last 18 months of Netrunner was organize tournaments for new players or in limited formats.

I think that is a contribution I can make to L5R, too.

Where do you think would be the best places to post to let potential players know about the event.

My thoughts are:

L5R Facebook group

L5R Reddit

Discord - although I get the sense that is mostly the home of spikes and already competitive players

Anywhere else?

There is a discord based tournament (two now in fact??). I tried to play it once, and it was TERRIBLE. Discord is so opaque that  had no sense of who else was playing or how they were doing. The pod system they used meant there was no incentive for anyone in my pod to meet my awkward timezone, and I struggled to meet the benchmark of going to round two.

I would love to see a forum based jigoku tournament that operated in a more swiss based style. Especially if it pushed casuallness a little more, maybe using different roles, or having some narrative element (like the recent AGOT event where you had to play a particular house or ally with them. Could be Lion/Crane/Dragon, or splash them, vs anyone else; and have really simple little narrative that goes one way or the other based on the outcome).

The reddit and facebook groups seem quite active, and even the FFG forums themselves tick over pretty well.

Nice to see you dipping your toe back in the water regardless :)
