Prey Spawn Victory display Vengeance

So the basilisk has two issues.

1. Prey: closest to the cave. Ummm if it spawns at a location with multiple investigators, aren’t they equidistant from every other location? Was this supposed to be spawn: investigator closest to cave? Or have we been playing prey wrong, and if also spawns on the prey?

2. The forced reaction shuffles it into the encounter deck. Does only that happen at locations? Only when in the victory display? Or both?

  1. Prey doesn't matter when generating an enemy (unless specifically referenced). When you draw an enemy, it spawns engaged with you (unless it's Aloof). It only matters when deciding where a Hunter enemy goes or when an enemy has to engage an investigator and there are several in its location. For Basilisk, it only matters when resolving its Hunter keyword: if multiple investigators are tied for closest to where the Basilisk is, it'll go toward the investigator closest to the Cave.
  2. Card text is normally active only while a card is in play. Since there is no mention of an out-of-play area in Basilisk's text, I assume it's only when it's in play.
