From my mail discussion with Damon I've learned (or misunderstood...):
The currently committed characters have they're skilled lowered the moment you play the card, any future committed characters are unaffected and future skill changing effects still apply.

Chosen for CotD 19th July 2015, as I am a fan of skill removal, since it can prevent up to 2 success tokens being placed by my opponent, or allow me to potentially get those 2 if they were opposing me when I am attacking (so long as I have an immune character such as Claret Knight or Savio).

 

It does hit all characters at the time it is played, so when defending you can always use it during the action window between they attack and you defend, allowing you to keep your skill, which works tremendously well with Mr. David Pan (and in the same pack).

It also combines well with effects that require a certain skill threshold, such as Hungry Star VampireCalling Down the Ancients, and even O'Bannion's Ledger for a limited story wipe.

To be truly mean, use it when you have Claret Knight so he keeps his skill, which if you also have David Pan with you, means his skill 1 will let you win every struggle regardless what they oppose with, giving you Investigation, succeeding the skill check and unopposed bonus.

Yup, it's a good card to stall your opponent - or worse...

Palpable Unhappiness and the Guzheng seem like the strong core of a Hastur/Syndicate deck, which I think would be a really cool combo (despite the fact it's brown and yellow). Syndicate usually lowers skill incrementally, so it can be expensive to lower someone to zero. Palpable Unhappiness fills a gap in Syndicate's arsenal that really makes guys like Henry Knoll dangerous.
