Several of Shub's characters have low or even 0 skill, so this allows your characters to provide more than icons for stories.
As a cheap, non-unique support, it can easily fit in decks. Combined with Syndicate and their various effects to use skill instead of icons (David pan, Hatchet Man), you can turbo charge their abilities.
