How bad is this woman to be Villainous?!
She gives cheap arcane and willpower, although she will likely need someone with her to provide combat.
With 2/5 1 cost Yog characters restricted, and a further one without the ability to attack stories, she will likely be a cheap foundation for a deck using Yog. Nothing truly remarkable, but not bad enough to be forgotten about either.
She really doesn't seem that evil, just a cranky and somewhat bored looking fortune-teller. She's OK. Not fancy, not great, but passable. If you're running a Cultist themed deck (which is definitely a thing now) then she may get the nod over other more popular characters just for having the right subtype on her. It's going to come down to how much you value that early Arcane.
Honestly I don't really count the Willpower for much. Decks with Terror usually have Combat too which she can't stand up to, and more importantly it prevents her from taking the Terror instead of your more expensive guy that's coming out later on.
