With just core set, Fast with his icons means even without any friends he will cause headaches for your opponent. Give him friends to add other icons, and you will likely win struggles.
However, once you get beyond core set, for 1 less you could have Anarchist from Secrets of Arkham (a typical follow-up purchase). Less combat, less skill, but turns up sooner and 3 cost is a tough slot to compete with. David Pan, Peter Clover, St. Claire, Naomi O'Bannion, just a few who will add more than the poor Bag Man.
