Mill is a legitimate way of winning (even though some may dislike it), and this was the first true way of doing it. The problem is that it's a very slow way to do it. If you use the 3 resource domain the following turn to mill 3 cards from their deck, it means you aren't using it for another 3 cost card.
Maybe with some Shub resource acceleration it could become a way of winning, but outside of a very specialised deck (and they exist, such as the deck that went 5-0 swiss in Paris), it is an idea that you may try and then never bother with again.
