Attack (Core Set F95) which reads, “...
Action: Each opponent chooses and
discards 2 cards from his hand, if able.”
an opponent with only one card in hand
cannot choose and discard two cards, so
they keep the card in their hand. (a player
can still play Byakhee Attack because of
the “if able” clause, but since the clause
cannot be fulfilled its effect is ignored by
that opponent.)
