Good cost, good effect, and a small price to pay.
Question: say I have a Crooked Cop at a story, and my opponent has his own character at the same story. If I play Small Price to Pay on these two characters (the Cop and the opponent's character), how many cards is the Cop's Disrupt ability going to give me? I think the first sentence of Small Price will enable the Cop to give me two cards. Then, it seems like the second sentence of Small Price would enable the Cop to give me a third card because there's more choosing going on. Am I right that this scenario would allow me to draw all the way up to the Cop's 3 card limit just from a single copy of Small Price to Pay?
EDIT: I just noticed that Crooked Cop's text says "...when one OR MORE characters at this story are targeted by a card effect,..." I guess that means the Cop would only give me 1 card.
