Seems a bit underpowered as a government character in that cost range considering Agencies other options = Secret service agent, Karl heinrich
I like it in a Core-only game and pick it in a draft - both being places where control can be quite valuable and hard to come by. But it is generally far too slow/costly and it has further suffered from power-creep. So I think it's basically unplayable in constructed decks.
