A card that is currently revealed by a card effect cannot be revealed by another card effect.

Not sure what happens here. Maybe skip revealed top card... idk.
Question: I have this card in a deck with Restless Dead. If Restless Dead is the first character I reveal with Roll the Dice, I'm typically going to trigger the Dead's ability to be put into play. Then, I reveal my next card. What happens if that next card after the Dead is NOT a character? Do I keep revealing cards, or has the Dead's Disrupt ability replaced the RtD requirement to keep revealing? I assume the exhaust effect is still waiting to resolve too, regardless of the Dead's disruption?

I don't see why the Restless Dead would abort the resolution of the Action in Roll the Dice. The Disrupt ability of the Restless Dead simply removes it from consideration in that resolution (and brings it into play). Note "instead," so that the card after Restless Dead will be treated as the Restless Dead would have been, had the Disrupt not been executed.

That's what I was assuming too.  I just wanted to make sure I was on the right track.

Also, I just gave this card three stars. (It had only one.) It's very powerful in the right deck: being able to exhaust all of your opponent's characters during your operations phase in a late stage of the game can be enormous! Also, there are now a lot of other tools (such as Irish Channel and its siblings in other factions) that can be used to ensure that your own top card is a high-skilled character. It's pretty easy to design a Syndicate deck that has almost all characters with skill 3 or better, for that matter!

 

And, as your question implies, the Restless Dead pair nicely with it also.

Yep, Roll the Dice forced itself into my deck with Avatars and other Resilients. I agree on the 3 star rating. Like you said, just make sure you feel good about your top card. The Attaché is another friend to the Dice.

Oh, yeah. Roll the Dice for the Resilient skill-6 Nyarlathotep that you just returned to the top of your deck? Perfect.
