Made for Gugs for sure. Dreamlands to interact with other stuff or switch your opponents (Hastur) locations off. I'd put 1 copy in a Gug deck and none elsewhere.

You want to trigger most gug abilities before stories are resolved, it's a mediocre card in gug decks and useless outside of gug decks. I suppose if you play gugs and there are a lot of monsters in your meta it might be useful.
