Ehhhhhhhh. It's nice to get cards back, but there's no card advantage benefit to be had from this effect. You're guaranteeing which cards you end up drawing, but I don't think it's worth it at cost 2 plus a card.

 

It also reinforces the discard-order-matters mechanic, which I will be happy to rant angrily about at anyone.

Getting key events or characters back from discard is a massive ability, well worth the cost in a deck made for it. Plenty of decks in Cthulu are built to maximise the effects of a powerful card - if said powerful card is a one shot such as an event then having 3 of these in the deck nearly doubles the amount of times you get the effect. Very potent.

I agree, this is very potent in the right deck. This should be used with infirmary to filter the discard pile. If you have any phase draw this can be used to duplicate an event, which can be very nasty. Not As powerful as it used to be due to all the discard hate introduced since y-train.
