Vaguely useful. There are a lot of characters with effects that you don't want to have to deal with, and it also gets rid of The Foundation's cancelling ability quite nicely. Every deck has a character they want to abuse an effect on, so this will rarely be dead. Unfortunately, it's not actually removal, so they'll still count icons and skill.
