I would actually consider putting this in a deck if it wasn't an attachment. There are enough cards that interact with Tomes (notably the attachment fetchers from the Revelations cycle) that it's useful to have. Unfortunately, the effect is so forgettable that it's not worth including to take advantage of.

This card may be useless when looked at in isolation but this is also an enabler, it enables certain deck types to work that would otherwise be a bit rubbish. If you want to build a non-MU library deck you need a cheap tome with a repeatable free triggered ability. In that deck triggering this tome could add/remove 4 icons from characters and 4 struggles from stories. It's a bad card, but I'm very glad it's in the card pool.
