Syndicate don't do draw as a rule so you often have few cards. This pretty much will always give you a boost. However, it merely equalises you to the opponent (given they will usually be below 6 cards themselves) and does cost an action. Its also a card I'd never want to have more than 1 of in hand. Overall I can definitely see it making decks, ideally as a searched card though so you can just put 1 copy in.

This is situational at best, if your opponent wins a story that gives one sided card advantage you can reset the hands. If you are playing a deck that puts cards on the bottom of your deck then shuffling can undo all your hard work. I'd rather just run additional draw instead.
