Danigral - 2 out of 5. This guy doesn't exactly prevent 2-for-1s, it merely delays them. It makes removal a 1-for-1 and you get an attachment back to what...put on another character? I think I may rather just run good 1 drops that have more impact without having to rely on attachments to make them both more palatable. That said, there may be something to abuse here - my automatic thought being Prized Pistol which lets it wound a character with 3 skill. This gets better in a deck with extra domains, which I will probably say for a number of cards in this box. Also, don't forget that this lets your opponent get back negative attachments too.

 
mnBroncos - 3 out of 5. I am giving this guy a safe rating because he is intriguing. He removes the downside of attachments preventing the two for one, but at the same time is this the guy you're going to want to put attachments on?
 
Obtuse - 2 out of 5. I love the theme of this guy. An overstressed government employee gets hold of a gun and goes postal (or perhaps stumbles upon a Sword of Y’ha-tallo). At the same time, he is a bit of a weenie and if not for eliminating their downside not a prime target for most attachments. Solidly middle of the road.
 
Kamacausey - 3 out of 5. I like this guy. He takes the worry out of getting two-for-one'd when you put an attachment on him. People may not think a 1 drop like him is worthy of attachments but he is begging to be abused with khopesh. I think this guy will surprise people.
 
livingend - 3 out of 5. Could be fun with attachments that make you sacrifice or destroy their host. Khopesh, Forbidden Knowledge and The Yuggoth Contract are the big ones that come to mind. That said, I’m afraid the most competitive use for the bureaucrat is to just slap the already mentioned Sword of Y’ha-tallo on him. Bland but effective, as usual. Verdict: Use him as a value play to enhance your existing strategy and avoid going too deep.
 
WWDrakey & Ire - 3 out of 5. Some fun interactions with existing attachments (like Prized Pistol), and the stats ain't that bad. On the flipside, he's a weenie that needs support from the rest of your deck, and not a game-winner even then.
