Any part before "to" is a cost. For example Forbidden Knowledge (TWC) has a cost of sacrificing a character, Eryn can bypass this cost with her ability.
Cards like The King In Yellow Folio (LR) do not have triggered effect Eryn could trigger. Because of "then" they will not be sacrificed, as no effect was triggered.
Cards like Pnakotic Manuscripts (TOotST) controlled by opponent, when triggered by Eryn refer to Eryns controller characters [guess conformed by errata].
Cards like Cthaat Aquadingen (ER) cannot be triggered because Action cannot be triggered in response timing, and triggering response as an Action doesn't make much sense (
but i can be wrong about it., still not sureconfirmed by mailing Damon, bad timing and no way to meet condition in Action timing)
