Yep, very similar to the Clover Club Torch Singer, so can add to reliability in decks that really want that kind of effect on the table, which many syndicate decks do.
Unlike the Torch Singer, he gains skill, so he can have a bigger swing effect on skill battles, which can matter for things like Hatchet man and Mr David Pan.
