Looking at this, I can tell it is an older card, as it is pricey to play, and then the effect has a cost of 2 attached on top.

I'm not a fan because if they have a large hand or cards that aren't doing much for them, discarding a card isn't a great issue. And if they have a small/critical hand, unless they think that running out of deck will happen, discarding the top 5 cards isn't bad, and for a recursion deck is just what they wanted.

I like it, in certain builds. It's pricey but both effects are worthwhile. The soon to be Shub heavy meta is the wrong place to use this.

Yeah, this card isn't great at all. To be playable, the choice between discarding from hand or the deck would have to be the active player's. As is, it's useless _and_ too expensive.

Horrible card.  Very expensive, pay AGAIN for each activation, and your opponent gets to choose the lesser of the two effects, neither of which are really that bad unless you can repeat them multiple times.

Honestly, there are enough effects that deal with your discard pile that you may be doing them a favor by allowing them to discard 5 cards from the top of their deck.  I know a LOT of my decks would be more than happy to get this birthday present.

You know, I've always felt it weird that they don't go back and review older, really bad cards in order to improve them slightly in a format thats not a collectible card game. Just removing the Cost 2 can make it a lot more interesting...

Its a shame, because its an extremely thematic card: Lost Carcosa is the King's domain! It would have been much more interesting as support cart that synergised with Hastur, Lord of Carcosa. Or maybe a reverse Cathedral (removing WP). Or Anything really.

What a wasted oppertunity!
