I dunno. It's a good icon set and skill for the cost (of 1!), especially if you've got Clover Club Pit Boss giving him willpower. (Or if he's helping to power O'Bannion's Inner Council.) I prefer to see the situational value in cards that you might not include in a "generic" deck, since there really is no such thing as a generic deck.
