Why is this an Event rather than a Support card?

Probably just a design mistake. It doesn't matter while it is in play (since attached cards become support cards with the attachment subtype), but cards like Marcus Jamburg (WoP) won't work.
More likely it's either for variety or part of a combo with some other card that was part of the same cycle.

It DOES make a difference whether there's a specific combo in mind or not though, there are a number of cards out there that work specifically on Events.
There are many cards design decissions that seem really wierd, many times they become important in the future, like with Jamburg here. I wonder is it intentional decision, or more like "lets throw some wierd stuff in for veriety and see how it will behave, in worst case we will ban stuff". Second approach may seem outrageous at first, but its not like you can foresee all interactions so its not that different from first, but can result in some fun unintended interactions.

Other examples:
Cards that have fraction, but zero cost, or Action: that ignores resource match.
Prize pistols - neutral card with Agency character only condition.
Endless interrogation that loops using really obscure rule details
(its banned, but still its design is kinda wierd)
Guardian Pillar thats basically a character, but "hides" as a support untill you decide to commit it.

Sometimes you can see why its like it is when you study timing in detail, or have some card interactions that change things. I wonder how you design good CCG/LCG.

@dboeren: Do you have a specific card in mind referring to events?
Of course there are some changed card interactions while Forced Foreclosure is not attached (e.g. Power Drain will work on it, but Jade Salesman, Miranda Keeper or Marcus Jamburg won't). But I think for the majority of cards (that refer to supports in play like Burrowing Beneath), it could have been a support as well.

And it's not consistent, too ;)Parallel Universe (TTftS) could have been created as an event, but it's a support. Forget that, I found Maleficium (WoP) ;)


I can't tell if there has been a combo in its set. That card stems from the CCG era, Arkham Edition, but I don't know the CCG cardpool... I'd guess FFG has just copied that card from Arkham Edition and hasn't reviewed it any closer.

@Zephyr: I also wondered about Prize Pistol and likewise cards... I guess it's been made neutral to weaken it. Prize Pistol is a very nice card in an Agency deck with Beneath the Burning Sun (SoA). Other non-neutral cards that have 0 cost but don't have steadfast (like Servant from Out of Time (Core)) are in a faction probably for thematic reasons.
Summary: Forced Foreclosure isn't in play until its attached, because to play it as an Event means to execute its action, thus attaching it, at which point it becomes a Support with the attachment type, right? Unlike Maleficium, it specifies that it must be played during the Operations phase, just like an ordinary Support. The only real functional difference I can see here from a Support is how it might be manipulated in player's hand, draw pile, or discard pile. If you had another card that enabled/required searching/discarding/etc. in one or more of those places, an Event card specifically, then this quasi-support would still be eligible for the effect. For instance, The Large Man could retrieve Forced Forclosure.
Oh, and it would count as "playing an Event" to put into play various surprise characters like Reawakened Elder Thing, Intruder from Beyond, and Lurking Deep One. And to deep-six Failed Initiate.
I always thought it was an event just to circumvent all the support hate out there. Much harder to get rid of an event card that stays in play.
If its attached it's Attachment support anyway... i think...

Yes, an attached card becomes a Support anyway, so it doesn't get around that.
Then it truly is just a really badly written card.
