FAQ 4.0:

Does Carl Stanford, Sinister, not necessarily Evil (Seekers of Knowledge F51) prevent Dormant from happening?
Carl Stanford prevents the cost reduction that Dormant provides but he cannot stop the ability to play the card. If the opposing player cannot pay the full cost of the card it is discarded.

That's pretty good in itself; I hadn't thought about it.

 

Is Carl holding a dagger or a trowel?

I like Carl, but I like his other incarnation just a bit better.

 

Here, the ability to recur Spells (and Rituals, but mostly spells) can be extremely useful.  There are a few key, powerful spells when mixed with Yog that this guy can get back cheaply, especially Pushed into the Beyond.  Good Icon set for the cost, but a lack of Willpower makes him just a bit underpowered compared to some of the other ST mainstays, and yes blocking Dormant is big against the right deck.

Turning off discounts is good against certain theme decks (Deep Ones for instance), and against quite a lot of Syndicate and Shub decks.

 

If I'm taking him, then I'm almost certainly going to be putting some Spells/Rituals in my deck that are making him worth more.  I run this version more than the other.

He offers a nice package that makes him useful in almost any deck using Silver Twilight.

Heh ... Spear of Longinus!

I feel like his "limitation on cost reduction" effect is just there to tick you off when you try to put him in a deck with the newest version of Yog-Sothoth.  Carl is a perfect fit until you realize "Crap, he won't let me get Yog out."  I guess that's when B. Ramsdale Brown stands up and says, "Hey, don't forget about me!  I'm a Sorcerer too!"

 

Speaking of which, why are all the good ST characters costed at 3?  Is it too much to ask to either buff or nerf a couple ST 3-costers, so we can have a few decent 4-costers and 2-costers?  I see why GrahamM ran ST in his Negotium deck.  ST is apparently the King of 3-costers!  Geesh.

Well, he certainly disappoints an opponent with the Key & Gate Yog. I think it's a plus, on the whole, especially considering what you just said about the good Twilight characters being 3-cost. It stops your Shub antagonist from using a couple of Priestesses of Bubastis to ramp up to big, devastating cards while you're still building your troop of 3-costers.
