Its an action, so you need to play it before stories resolve. Once stories start resolving its too late to play an action, but you can play it after both sides commit.

Depends on how many Terror struggles you expect to win and what you'll catch by them I guess. But overall, yeah, it's pricy. I expect if you're taking this card you're probably also taking cards with Terror icon boosters, Conspiracies with lots of Terror struggles, or cards like the King in Yellow Folio. ie - it's a card that needs to be part of a plan for best effect.

I cant see myself having this card in my deck ever. For 1 i'm not sure i would put it anywhere, with cost of 3 - no way, 3 domains are much too valuable for such effect, especially with all new cards that are really good. This card is quite old and power balance was different back then.

For insanity based fun deck with it might be ok - the picture is quite nice.
