Effect is both card effect or game effect, like losing T struggle.

Disrupt can be played even during story resolution. The card did not go insane so it is not removed from the story.

Part before "to" is cost, you pay cost before resolving effect, if cost have not been payed effect doesn't resolve.

My notes:
This cost fragment is not that important for the card itself, but when you want to use it in situations like triggering Crazed Arsonist (WitD) other part of effect will not occur.
(I'm not really sure can you even use it like that, there is no disrupt slot in "pay cost" step of triggering effect)

Do you cancel whole effect or only go insane part (i think whole)? Can you trigger it when one of the cards choices could make a character insane but the target cant go insane, like Apeirophobia (NN) (Apeirophobia counter would be nice :), but i think you can disrupt only if some character would actually go insane without disrupt )
