Second question: What happens when the card is destroyed? Do I still have control of the character I took or does this negates the effect thus returning the character?
Third question: Can the opponent after having the card exchanged, use its effect too?
2. If Peaslee is destroyed he goes to your discard pile. The character you stole remains in your control.
3. If your opponent has Yog resources, they can use Peaslees ability.

Noticeable difference - He is now only YOUR operations phase, not THE operations phase.
No doubt a strong card, seems like it's a circumstance where the designers said "lets make Yog Sothoth stronger with a single, 1 cost character that can really mess with an opponent's board." I don't really like it because the effect can be frustrating to play against and I sometimes feel like a jerk using it on an opponent, but I can see why it's included in almost every Yog deck.
