As I understand it Loyal simply means "all resources used to pay for ~ must match."
Does this make non-Yog Loyal cards playable?
I believe it does make Loyal Scientist cards playable with Yog resources, regardless of the faction of the Scientist. Are you looking at Matthew Sweet? He's the only loyal Scientist I can see.

I don't think it would void the Miskatonic steadfast requirement for Educated Officer, though.

Ah, now it makes sense. I'm definitely looking at making a scientist deck with this, Tesla, and Miskatonic.

I really like this guys's ability, but there are not many Scientists in the non-yog faction cardpool with awesome abilities to use him with.

He strikes me as a way to splash a few Miskatonic characters in your deck while reducing resourcing issues from having an additional faction.  This can be handy if your other faction is a slower one and you want a few super-cheap investigation guys or something.

I just posted my "Spectral Analysis" deck (still untested) that packs 30 scientists, from every faction except Shub.

I like this guy a lot. I'm a fan of everything that manipulates resources, allowing me to put a deck of mismatching factions together.

It's the main reason why I feel that 'The Archmage's Attaché' is the greatest card since sliced bread was invented.
